Find where this picture is taken.
After many struggles on reverse image searching and looking for the sign itself, I turned to searching for "nsw beach tourism."
Found Elizabeths Beach and was wrong.
Eventually landed on a video about Port Macquarie but that was not the solution. Further looking into it shows it was more specifically Flynns Beach and is confirmed as well as the photo also shows the same sign and island there.

Listening to the mp3 file sounded like it was a dial up handshake.
Used baudline to see DTMF codes. Manually retrieved the frequencies and interpreted the DTMF tones.
Initially thougth the solution was the complete phone number with Sydneys code (02) but was not. Further Thinking concluded they were asking for the name of who they were calling (connecting to).
A search term of "369-3244 AND 'Australia'" brought up few sites. One of them being this site. Did a find in page for "369" and found one record.
The who they were calling is a Bulletin Board System "Hotline."
